Plans, organizes, and manages the maintenance and repair of the City's streets, storm drain, water distribution and wastewater collection facilities and Citywide equipment and vehicles inventory.
Oversees the development and implementation of departmental goals, objectives, policies and priorities for the division.
Develops long-range plans and objectives; conducts a continuing review of activities for purposes of detecting problem areas and increasing efficiency; makes recommendations regarding which programs should be performed by outside contractors and those performed by City Staff.
Establishes general approaches to be used in carrying out programs and determines priorities; reviews activity reports and periodically checks work in progress and upon completion to ensure compliance with policy, standards and directions; resolves operational and personnel problems that cannot be handled by lower level supervisors.
Oversees the City's contracts for the street sweeping, traffic signal maintenance and street light maintenance programs, along with management of the street/sidewalk weed control program.
Manages Citywide fleet management program including the development of vehicle and equipment specifications, recommendations on vehicle and equipment replacement and purchases and the coordination of these activities with all affected departments.
As required, prepares reports for Department's review for City Council, commissions and other public meetings and makes presentations or provides support for the Director, Assistant Director or City Engineer at these meetings.
Investigates and responds to citizen complaints and requests related to functions managed and makes determinations on actions to be taken.
Prepares recommendations on budgetary needs as related to personnel, equipment and material, including related justifications; administers the Division budget including the approval and control of expenditures; develops for review the annual Division operation budget and revenue projections; prepares budget reports and reviews all division expenditures.
Evaluates Division staffing arrangements, staffing levels and work assignments and makes necessary recommendations to the Department; sets performance standards for Division staff and evaluates performance; submits hiring recommendations for Division staff to the Department . Trains, supervises, disciplines and evaluates subordinate personnel and prepares related personnel recommendations.
Monitors work of outside contractors as required, works with consultants and contractors for development and renovation of Public Works maintenance facilities. Makes recommendations for vehicle and equipment purchases.
Maintains inventory control system, work program records and prepares periodic reports of Public Works maintenance and repair activities.
Develop and maintain Division safety program; plan and schedule required certification programs for the Division; develop and maintain Division emergency response program.
Periodically inspects work in progress and responds to emergency situations of the Division.
Coordinates division activities with other City departments, divisions and outside agencies, community groups and the general public.
Manages the overall operations of the City Corporation Yard including the coordination with the Parks and Community Services Department.
QUALIFICATIONS:
Knowledge of:
Equipment, materials and work practices involved in the maintenance and repair of streets, storm drains, wastewater collection and water distribution facilities, City vehicles and equipment.
Maintenance management system (work orders, planning, estimating, inventories).
Personal computers and spreadsheet, management and word processing software applications.
Safe and efficient work practices including City, State and federal safety regulations pertaining to Division activities.
Principles and practices of management, supervision, training, performance evaluation, budget preparation and public works maintenance administration.
Operational requirements of a variety of maintenance and construction equipment.
Ability to:
Manage, supervise, assign, schedule, train and evaluate work of personnel engaged in Public Works Maintenance Division operations.
Effectively maintain Public Works facilities, equipment and vehicles.
Analyze and prepare program and work cost estimates; maintain current and accurate records and prepare comprehensive reports.
Read and interpret engineering plans and specifications, diagrams and construction drawings.

EXPERIENCE AND EDUCATION:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
A minimum of five (5) years of increasingly responsible experience in the construction, maintenance and repair of public works facilities or services, including at least two years experience in a supervisory or management capacity.
Education:
Associates degree in a physical science, public administration, or related field. A certificate of completion of a curriculum specific to wastewater or water may be considered as qualifying depending upon management and supervisory experience level.
SPECIAL REQUIREMENTS:
Pursuant to the United States Department of Transportation (DOT) regulations implementing the Federal Omnibus Transportation Employee Testing Act of 1991 and the regulations of the Federal Highway Administration, employees in this classification may be subject to alcohol and drug testing if they are assigned to perform "safety-sensitive" duties as defined by law. Adhering to the City's Drug and Alcohol Policy is a condition of employment.
Possession of a valid and appropriate California Driver's License issued by the State Department of Vehicles. Class B Driver's License desirable.
Must respond to emergency situations in off-hours as necessary.
Shall be required to wear personal protective equipment appropriate for job assignments. Must comply with City and CAL OSHA safety standards.
Must be willing to work off-hours, weekends and holidays as necessary.
A Grade II Wastewater Collection System certificate as issued by the CWEA at time of appointment. Ability to obtain a Grade III within one year of employment. Maintenance of a valid certificate is a condition of continued employment.
A Grade III Water Distribution System certificate as issued by the AWWA at time of appointment. Maintenance of a valid certificate is a condition of continued employment.
