Position Summary

The Medical Supply Catalog Analyst will work with the VA Medical Supply Program Office (MSPO) Acquisition Support Services on the Medical/ Surgical Prime Vendor (MSPV) Distribution Program to provide better care to Veterans and to manage VA's total supply chain transformation efforts. The Medical Supply Catalog Analyst will be part of a team which provides operations transformation, supply chain management and strategy, change management, risk management, contract management support, data/spend analytics, and communications expertise.

Duties & Responsibilities

  • Supporting strategic sourcing acquisitions practices and approaches used across the Federal and commercial industry for the medical supply chain through conducting analyses and developing recommendations for viable or alternative deployment solutions for MSPO programs, including reviewing and assessing various government and commercial strategic sourcing vehicles and initiatives
  • Identify capability gaps in the existing program cataloging process and create a business analysis and an updated cost estimate for the implementation of an effective cataloging process to support MSPV, Non-MSPV contracts, Clinically Driven Strategic Sourcing (CDSS) and other supply initiatives under the purview of the program office.
  • Assist the MSPO in elicitation of facility product requirements - including salient characteristics (minimum technical requirements) research - to populate the product catalog.
  • Gather and evaluate Veteran Health Administration (VHA) enterprise wide spend data using VHA-approved national requirements and other industry benchmarks to develop and provide salient characteristics, and identify functional equivalent items, for products identified, eliminate duplication, and normalize naming conventions. Gathering of VA spend data may be through Supply Chain Data and Informatics Office (SCDIO), VA's purchase card provider, internal purchase history data, and/or other third-party sources
  • Support coordination of the establishment of the concept of operations (CONOPS) for the maintenance of the catalog through the program lifecycle including a thorough review of the joint VHA and Office of Procurement, Acquisition and Logistics (OPAL) requirements/acquisitions process.
  • Collaborate and communicate effectively with stakeholders throughout the organization.
  • Additional responsibilities as assigned by management.

Qualifications

  • Bachelor's Degree from accredited college or university required
  • 3 years of experience with VA and/or DoD medical logistics and supply chain operations
  • Collaborative team player with strong analytical and communication skills
  • Able to work independently and self-driven
  • Project Management Operations (PMO) experience
  • Excellent problem solving and people skills also required
  • Experience in Microsoft Excel required
  • Ability to manage time effectively, work independently and be self-motivated.
  • Must maintain confidentiality of work-related information and materials.
  • Must be a US citizen and must possess at least a U.S. clearance at the 'Public Trust' level (i.e., have had a NACLC or Tier 3 personal investigation).
