Position Summary
The Assistant Director of International Admissions (ADIA) reports to the Director of International Education (IE) and currently supervises three full-time International Admissions Specialists. The ADIA is responsible for increasing efficiency without compromising accuracy to admit qualified international applicants with a high level of customer service. Working closely with the Pre-Arrival and International Advising teams, the ADIA plays a key role in converting new admits to enrolled status by navigating new students to placement testing, initial advisement, class enrollment, payment, and orientation to ensure yield every quarter.
The ADIA's four primary areas of responsibilities are: 1) managing all aspects of international admission operations, 2) ensuring compliance with the F-1 and J-1 visa regulations relatives to admissions, 3) tracking international student data, and 4) co-leading the anticipated departmental database migration project with a third-party vendor and BC ITS team and handling ongoing technical issues with the database.
The ADIA serves as a Designated School Official (DSO) and Alternate Responsible Officer (ARO) and carries a caseload to work directly with applicants and agents. The position serves applicants without appointments in need of a change of status or reinstatement consultation. The ADIA works on-campus at least four days and one day remotely until further notice. This may change based on the business needs of the department. The position may work occasional evenings, weekends, and may travel domestically or internationally as directed by the director of IE or the director of International Recruitment.
Pay, Benefits & Work Schedule
Position Salary Range: $70,037/year - $98,052/year

The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $77,041/year based on Bellevue College Exempt salary schedule.

About the Department
International Education (IE) provides support for students primarily on F-1, J-1, and some other non-immigrant visas who plan to enroll in college-credit, International High School Completion (IHSC), Bridge Pathway, International Business Professions (IBP), Intensive English, and short-term customized programs. IE services include international marketing and recruitment, admissions, pre-arrival, advising (academic, F-1 and J-1 visa rules, and cultural), class enrollment, accident and sickness medical benefit matters, student engagement, and housing referrals. IE works with on and off-campus partners to develop and deliver international student programs that support student success, retention, and program completion. In addition, IE acts as a liaison between Bellevue College international students, faculty, administrators, and the U.S. Department of Homeland Security.
Essential Functions
F-1 & J-1 International Admissions Management:
F-1 student visa admissions:
• Conform to the College's admission policies and procedures by updating departmental specific requirements and ensuring admission specialists review applications to admit qualified applicants in a timely manner.
• Maximize applicants' access to admissions specialists by ensuring adequate staffing and caseloads.
• Process concurrent and non-F-1 applications.
• Assist unscheduled walk-in applicants, calls, and emails about application status.
• Resolve complex admissions and initial immigration cases and address complaints.
• Conduct periodic outreach to applicants in 'pending' status to convert them into 'reviewing 'status. Identify barriers, collect and analyze data to recommend possible solutions to the IE management team.
• In consultation with the director of International Education (IE), update and document internal procedures relative to international admissions and the Designated School Officials' (DSO) duties.
• Coordinate with the Pre-Arrival and the Advising teams to update communication plans and contents for pre-arrival messages to admitted students.
• Act as a back-up international admission specialist when direct reports are on leave and/or during the peak periods to assist applicants in timely manner.
J-1 student visa admissions:
• Provide entry advising services to prospective J-1 students about the programs, requirements, deadlines, cost estimates, visa regulations including reinstatement to help students make an informed decision.
• Work with the Responsible Officer (RO) to review, process, and admit qualifying J-1 applicants and issue DS-2019 form.
• Facilitate initial J-1 student check-in, orientation, and hand-off to the Assistant Director of International Advising & Support for ongoing academic and immigration needs.
System & Data Management within Admission Functions:
• Review and optimize all admission related forms within Terra Dotta to simplify online application processes.
• Review nightly updates daily to resolve all integration issues relative to admissions and give solutions to applicants in a timely manner.
• In collaboration with the Assistant Director of Advising & Support, work with Terra Dotta (TD) and BC ITS to maximize the product functionality such as batch system. Increase accuracy of data shared among critical systems including Terra Dotta, ctcLink, Target X and SEVIS.
Leadership and Supervision of the International Admissions Team:
• Supervise the full-time employees by motivating, delegating tasks, following up, crafting and revising position descriptions, hiring, training, scheduling, evaluating performance, resolving conflicts, and consulting the director of IE when dealing with conflicts that may lead to disciplinary actions or termination.
• Direct the workflow of the daily international admissions by establishing priorities, fostering effective communication and teamwork, and defining shared goals to meet the targets.
• Work with the director of IE to identify and facilitate collaboration with internal and external partners to ensure IE services are in alignment with the regulations and academic pathways.
• Serve in the hiring committee for internal positions as needed.
• Lead the admission team meeting.
• Attend the IE management team meeting and bring issues and ideas from the Admissions team for consideration and implementation.
Designated School Official (DSO) & Alternate Responsible Officer (ARO):
• Perform all DSO duties relative to admissions for F-1 visa programs such as issuing I-20, processing reinstatement cases, releasing initial transfer-out cases, terminating no-shows, and assisting the Advising team with change of education level as needed.
• Assist applicants with change of status or initial entry decisions.
• Serve as back up for quarterly change of education level processes as needed.
• Verify authenticity of application documents and report any sign of fraudulent documents to the Student and Exchange Visitor Program (SEVP) Response Center (SRC) as directed by SEVP.
• Perform all ARO duties relative to admissions for J-1 student visa program such as issuing DS-2019, processing reinstatement cases, releasing initial transfer-out cases, terminating no-shows, updating change of education level and financial sponsorship change and more.
• Stay current with regulatory updates on F-1 and J-1 visas and make recommendations on adjusting IE services as needed.
Database Migration Project:
• Co-lead an anticipated departmental database migration project with a third-party vendor and BC's ITS team and handle ongoing technical issues with the database.
• Represent the department to the vendor and ITS by articulating the departmental needs.
• Review available knowledge-based resources and training.
• Routinely meet with the stakeholders and inform the department of progress.
• Develop and schedule training for staff, applicants, and partners.
Data Reporting:
• Consistently track and extract international student enrollment data to create quarterly reports and store in IE SharePoint site.
• Complete the annual IE Open Doors reports and surveys with accuracy.
• Generate the quarterly new students expected arrival reports and share with IE staff to organize efficient new student placement and enrollment services.
Other
• Perform other duties as assigned.
Minimum Qualifications
• Bachelor's degree from an accredited institution; relevant years of experience can be substituted on a year-for-year basis.
• Two (2) years of Designated School Official (DSO) experience preferably at a higher education setting.
• Two (2) years of international admissions experience at a higher education in the United States preferably at two-year colleges.
• One (1) year experience in supervising employees.
• Demonstrated attention to detail and organizational skills.
• Demonstrated ability to write and speak persuasively in business settings.
• Experience in exercising independent judgement, effective decision-making and problem-solving skills while maintaining confidentiality and composure in a fast-paced environment.
• Proficient in MS Suite and ability to learn new programs.
• Must be a U.S. citizen or a permanent resident to serve a DSO and ARO.
• Ability to work on-campus at least 4 days a week and occasional evenings and weekends.
Preferred Qualifications
• Master's degree from an accredited institution.
• One (1) year of Alternate Responsible Officer (ARO) experience at a higher education setting.
• Two (2) years of supervisory experience of classified employees including hiring, training, and conducting performance evaluation.
• Experience with Terra Dotta, PeopleSoft (ctcLink), and Salesforce (Target X).
• Knowledge of round-trip data transfer connectivity of ctcLink, Terra Dotta, and SEVIS.
