ORGANIZATION AND AREA INFORMATION: Nestled in the central part of Southeastern Arizona’s Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.

SUMMARY: Under limited supervision, this position is operation and maintenance of the Advanced Metering Infrastructure (AMI), such as troubleshooting, repairing, and replacing water, electric and gas meters, flex net components as well as other parts associated with the utility meter. A technician in this classification will be required to analyze and interpret data using various forms of electronic devices and software programs.

DISTINGUISHING CHARACTERISITICS: This is a one level tier job and reports directly to the Business Service Administrator.

  • Coordinate with Business Services activities related to AMI
  • Perform electronic transfer of data to/from meter reading equipment and provide accurate meter reads to the Business Services department to ensure accurate billing
  • Perform flow and pressure test on meters to determine flow
  • Operate a mobile handheld Trimble computer/data collector, laptop computer, a remote meter-reading device, two-way radio, meter box finding equipment and GPS equipment
  • Prepare and maintain records of activities, including meter reads, and compile reports as requested by utilizing all database systems
  • Identify and respond to meter errors on daily exception reports
  • Respond to customer inquiries/problems, including high utility usage and use of the customer portal
  • Connect and disconnect utilities services based on work orders processed through Business Services
  • Install, remove, replace and register meters and smart points as needed for Water, Gas, and Electric utility services
  • Performs other related duties as assigned

MINIMUM QUALIFICATIONS:

Education, Experience, Certifications and Licenses:

  • High School diploma or equivalent GED certificate, or equivalent experience.
  • Possess a Valid State of Arizona Driver’s License.

Substance Abuse Testing:

  • This position is subject to drug and alcohol testing as outlined in Department of Transportation (DOT) 49 Code of Federal Regulations (CFR) Part 199 for the Pipeline and Hazardous Materials Safety Administration (PHMSA).

Required Knowledge and Skills:

  • Knowledge of Intermediate use of Microsoft Operating Systems and Applications (e.g. Windows 7, Office 365, Outlook, Excel, Word, etc.)
  • Ability to communicate orally and in written form
  • Ability to understand and follow oral and written directions
  • Ability to resolve and troubleshoot customer inquiries and/or problems

Preferred Knowledge, Skills and Abilities:

  • Skill in interpreting and applying relevant City, State and Federal statutes, ordinances, codes, rules and regulations governing the utility system
  • Knowledge of geography and street locations within the City
  • Skill in performing minor repairs to meters and other mechanical equipment
