Position Summary

RBCI is seeking a Data Management Senior Analyst to provide the Department of Veterans Affairs Office of Acquisition & Logistics (OAL) with a full range of management consulting services, including strategic, operation, and tactical support, to modernize, optimize, integrate, and transform the OAL organization and operations in the areas of workforce modernization, data and performance management, enterprise business architecture, business processes, change management, communications strategy, culture management, and other related areas by developing integrated processes and procedures to support the OAL Acquisition Management Program (AMP) across the OAL organization. This effort will include providing support for initiatives that lead to OAL-wide adoption and implementation of the solution, ultimately giving OAL the support to achieve its vision.

This position is contingent on award.

Duties & Responsibilities

  • Performs tasks which ensure strategic and coordinated data systems management, accuracy and integrity of data, and reporting of data to internal and external stakeholders.
  • Ensure timely and accurate monthly, quarterly and annual reports as required.
  • Establish, maintain, and update databases and records for recurring internal reports.
  • Recommend and implement new operating methods to improve data flow, collection, editing, processing and distribution.
  • Design, develop, and deploy cross-platform data solutions to support enterprise-wide initiatives.
  • Ensure data integrity of high-level data analysis.
  • Demonstrate familiarity with HR-related data and systems.
  • Provide analytical insights into HR data, workforce planning, and performance management.
  • Plan and facilitate change management and communications efforts for Government IT/systems-related initiatives.
  • Perform other duties as assigned.

Qualifications

  • Bachelor's in Data Science, Information Systems, Computer Science, Statistics, or a related field.
  • Minimum 5 years of experience designing, developing, and deploying cross-platform solutions.
  • Demonstrated familiarity with human resources data, preferably VA HRMACS.
  • Experience in planning and facilitating change management and communications efforts for Government IT/systems-related initiatives.
  • Strong knowledge of data governance frameworks, compliance standards, and data security.
  • Demonstrate strong interpersonal skills and have strong verbal and written communication skills.
  • Collaborative team player with strong analytical and communication skills.
  • Able to work independently and self-driven.
  • Must be a U.S. Citizen and have the ability to obtain and maintain a clearance.
