POSITION DESCRIPTION
The General Services Department Fleet Management Division is committed to providing a comprehensive fleet management program that responsively fulfills the vehicle and equipment needs of the City through cost-effective and dedicated personal service. The City of Fresno is currently recruiting for a Heavy Equipment Mechanic Leadworker. This position is the advanced working/lead class in the Heavy Equipment Mechanic series. Incumbents provide lead direction to mechanics and service workers; and perform advanced working level maintenance and repair on heavy equipment including City trucks, construction equipment, refuse trucks, and other vehicles and equipment.
Employees in the class of Heavy Equipment Mechanic Leadworker, who possess a valid Master Medium-Heavy Duty Truck Technician Certificate or Master Bus Technician Certificate, issued by the National Institute for Automotive Service Excellence (NIASE), are entitled to receive certificate pay of two hundred dollars ($200) per month.
One vacancy currently exists in the General Services Department, Fleet Maintenance Division. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from
the date the eligible list is created, with the option of extending that period at the City's discretion. If
the examination process is suspended for this recruitment, the eligible list may be limited to three (3)
months.
THE REQUIREMENTS
Applicants must meet the following minimum qualifications on or before the posted filing deadline in order to qualify for participation in the examination process:
Possession of a High School Diploma or equivalent GED Completion;
AND
Two (2) years of full-time paid experience maintaining and repairing heavy equipment including trucks, construction equipment, refuse trucks, and other vehicles and equipment;
AND
Possession of a valid National Institute of Automotive Service Excellence (ASE) Master Medium-Heavy Truck Technician certificate; OR possession of six (6) valid ASE certificates in the following component areas:
Diesel Engines (T2)
Drive Train (T3)
Brakes (T4)
Suspension/Steering (T5)
Electrical/Electronic Systems (T6)
Heating, Ventilation & Air Conditioning (T7)

Additional Requirements
Possess a valid California Driver's License at time of appointment. Within thirty (30) days of appointment must obtain a valid Commercial Instructional Permit. Within six (6) months must obtain and maintain a valid Commercial Class B California Driver's License with required endorsements and without air brake restriction. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
Eligibles certified for consideration will be required to successfully pass a department interview and a Department of Justice fingerprint process prior to employment.
Please note: Heavy Equipment Mechanic positions have been designated as being 'safety sensitive' and require all eligibles offered employment to successfully pass a drug test prior to employment. Federal law requires that applicants for positions involving the operation of certain transit vehicles, revenue service vehicles, the transportation of hazardous materials, or heavy equipment over 26,001 pounds requiring a commercial driver's license, must undergo pre-employment drug testing as a condition of employment. This classification is subject to random drug and alcohol testing throughout the entire term of employment in this class.
SELECTION PROCESS
The examination process may consist of the following:
ORAL EXAMINATION (100%)- A panel of subject matter experts will conduct a job-related Oral Examination which may evaluate each candidate's knowledge in methods, materials, tools and techniques used in the maintenance and repair of heavy-duty vehicles and equipment, occupational hazards and safety precaution s of the trade, maintaining effective working relationships, or other topics related to a candidate's training, experience and qualifications for the position of Heavy Equipment Mechanic Leadworker.
The Oral Examination is tentatively scheduled for the week of December 2nd, 2024.
The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed test phase(s).
Candidates must achieve a passing score on the oral examination to qualify for the eligible list.

2% Salary Increase, effective December 30, 2024

HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY: Provided through California SDI program.
BILINGUAL PREMIUM: PAY: $50 per month
HEALTH REIMBURSEMENT ARRANGEMENT: To reimburse retirement medical insurance. RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.
