Under limited supervision, performs a variety of highly complex and specialized administrative and technical work to ensure the effectiveness and efficiency of the department. Work involves responsibility for a variety of assigned projects and functional areas related to operational and administrative support services within the department. May supervise, train, and review the work of subordinate clerical personnel as assigned. Requires independent judgement and the exercise of considerable discretion.
- Performs difficult and responsible assignments in connection with preparation and management of large complex operating and capital budgets; develops multi-year revenue and expenditure projections and cash flow analyses for multiple revenue sources; prepares revenue and expenditure analyses, staffing analyses and budget status and monitoring reports; drafts budget request reports and documents; prepares budget adjustment requests.
- Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, co-workers, other County personnel, news media, consultants, various other Government Agencies, vendors, customers and the general public.
- Monitors revenues and expenditures in assigned area(s) to ensure sound fiscal control; assists in the preparation of annual budget requests.
- Conducts research, analyzes data and drafts policy and procedure documents to address identified needs and issues; drafts communications materials required for implementation.
- Prepares a variety of departmental studies, reports and related information for decision making purposes; conducts research and analysis and prepares recommendations for services, budget, equipment, etc.
- Reviews departmental budget recommendations and annual budget proposals in cooperation with assigned supervisor.
- Plans, develops, organizes, implements, directs preparation and presents administrative reports and special projects as assigned, including presentations and speeches.
- Maintains departmental committee and project calendars.
- Coordinates and monitors public notices, press releases, and other notices as necessary.
- Maintains the departmental budget, processes and prepares department invoices.
- Prepares agenda items for appointments, advertises vacancies, notifies those selected of appointments and schedules orientation with County Attorney’s Office.
- Provides moderate to highly complex administrative support to the department which includes but is not limited to preparing/processing correspondence, preparing/processing memos, scheduling appointments, taking/transcribing notes during meetings, preparing travel, hotel reservations, processing check requests and providing traveling directions, etc.
- Greets and assists office visitors.
- Attends department meetings as assigned.
- May coordinate the preparation of routine/non-routine correspondence of a complex and/or sensitive nature, as needed.
- Coordinates special events or projects as directed, which may include, but is not limited to adoption events, ribbon cuttings, ground breakings, dedication events, etc.
- Provides administrative assistance to the department as needed; scheduling/coordinating meetings, processing leave requests, processing travel requests, etc.
- Prepares and processes departmental employee status transmittals.
- Distributes payroll checks, collects and receipts fees, maintains petty cash fund.
- Manages inventory and maintains office equipment and supplies.
- Receives and responds to inquires, requests for assistance and/or complaints from County employees, outside agencies and the public.
- Prepares & submits maintenance request forms using provided software.
- Manages department personnel functions, including but not limited to processing payroll, tracking time worked/leave taken, employee transmittals, maintaining employee records, etc.
- Answers the telephone and reviews/responds to emails; provides information as requested and/or forwards calls to appropriate staff person; takes messages or researches calls as needed.
- Distributes information pertaining to County procedures and policies; makes appointments; and refers questions to appropriate individuals.
- Serves as liaison and prepares agendas for special boards and committees designated by BOCC.
- Composes, types, prepares, files, copies and/or transmits a variety of documents, including but not limited to correspondence, daily reports, budget documents, deposit tickets, various summaries, financial reports, technical reports, payroll documents, graphs, charts, applications, spreadsheets, personnel forms, reports required by regulatory agencies and the County, equipment maintenance reports, memos, logs, lists, etc.
- Operates a vehicle and a variety of equipment, which include a computer, fax machine, copier, recording equipment, telephone, calculator, etc.
- Collects fees for public records requests as costs are incurred and redacts exempted information in accordance with Florida Statues prior to providing public records.
- Manages, coordinates and provides direct supervision over the activities of assigned employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending and approving personnel actions; conducting performance reviews; and may conduct departmental training and orientation.
- Assists in maintaining various pages on the County’s website.
- Responds to emails from the general public.
- Prepares meeting notices, posts to website and forwards to press.
- Receives, reviews, prepares and/or submits various records and reports, including accident/incident reports, schedules, invoices, vehicle maintenance, purchase requisitions and performance appraisals.
- Prepares and maintains the department/project budgets and coordinates year-end closing procedures.
- Manages the preparation and tracking of files for all projects, grants and/or related projects.
- Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.
- Performs related duties as required.

Requires a Bachelor’s Degree in finance, public or business administration, or related field supplemented by five (5) years of responsible administrative work experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Preference will be given to applicants with Local Government experience. May require a valid State Driver’s License.
The range for this position is $22.5927 - $34.3773/hour. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
