ORGANIZATION AND AREA INFORMATION: Nestled in the central part of Southeastern Arizona’s Gila Valley, the City of Safford is a thriving rural Arizona City. With a population of just over ten thousand, it is the largest municipality in Graham County. Incorporated as a town in 1901 and
becoming a city in 1955, Safford has become the major hub for Southeastern Arizona. The City of Safford as an organization has multiple different departments and over 230 staff members including full time
employees, seasonal employees, volunteer firefighters and councilmembers to staff all the different positions at the City. The City also provides all utilities for its residents and other residents in surrounding areas. In addition to the major utilities of gas, water, electric, sewer, and sanitation, the City has a landfill and airport that service the county.

SUMMARY: Under general supervision, patrols the City, responds to crime and accident scenes, emergency situations; apprehends and arrests criminals and enforces the laws of the City.

DISTINGUISHING CHARACTERISITICS: This is the first level of sworn law enforcement positions; some rotating shift schedules are required, reports to the Patrol Sergeant.

• Patrols assigned area of the City, observes conditions and activities of which there may be potential
or actual harm to persons or property, disruption of public order, or any other violation of the law.
• Responds to observed or reported suspected or actual harmful or illegal conditions or activities
through investigating activities or taking appropriate action to prevent, subdue or alleviate such
conditions or activities.
• Prepares descriptive reports and provides testimony about potentially suspected, or actually
harmful or illegal conditions or activities and actions taken in response to such conditions or
activities for use by the department or other agencies.

JOB DESCRIPTION
• Apprehends felony and misdemeanor traffic and criminal violators, issues citations, warnings and
testing and booking offenders. Transports prisoners to jail and court hearings as directed.
• Collects and preserves evidence, assures security at crime scenes, interviews and takes detailed
statements from witnesses and suspects.
• Attends and participates in a variety of training programs. Conducts law enforcement training
programs within the community.
• Assists in the reenactment and investigation of traffic accidents.
• Provides medical services and first aid procedures as necessary.
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:
Education, Experience, Certifications and Licenses:
• High School diploma or equivalent GED certificate, or equivalent experience.
• Ability to obtain Certified Arizona Peace Officer (POST) designation within six (6) months of employment.
• Must possess State of Arizona Driver's license, and clear criminal record.
Police Officer Recruit Additional Requirements:
• Police officer candidates must be a minimum of 21 years old at the time of graduation from the police academy.
• Any candidate must be a United States citizen.
• Candidates must demonstrate visual acuity of:
• 20/20 or better, uncorrected; or
• 20/80 or better, corrected to 20/20 by spectacles or hard contact lenses; or
• 20/200 or better, corrected to 20/20 by soft contact lenses. The candidate must demonstrate satisfactory adaptation to the contacts;
o Vision capable of distinguishing basic color groups against a favorable background; and
o Peripheral vision:
o that does not reveal scotoma or quadrantanopia; or
o in which vision perimeter testing is intact at one-hundred and seventy degrees.
• Candidates must possess uncorrected hearing with no loss greater than 25db in the 500, 1000, 2000, 3000 hertz frequencies as measured by an audiometer.
• Candidates must not have been convicted of a felony or any offense that would be a felony if committed in Arizona.
• Candidates must not have been convicted of a misdemeanor criminal offense involving moral turpitude in Arizona or in any state or federal jurisdiction where the commission of such a criminal
offense would be a misdemeanor as defined by the Arizona Revised Statutes.
• Candidates must not have been dishonorably discharged from the United States Armed Forces.
• Candidates must be able to meet the Arizona Peace Officers Standards and Training Board (AZ POST) certification requirements
• Candidates must not have been previously denied certified status, had a certification revoked, or
have current certified status under suspension pursuant to AZ POST Section R13-4-109.
• Candidates must not have:
o used marijuana within the past three (3) years;
o used marijuana other than for experimentation (The use of marijuana is presumed to be
greater than experimentation if the use exceeds twenty (20) times total or exceeds five (5)
times since the age of 21 years.);
o sold, produced, cultivated, or transported marijuana for sale; or
o used marijuana while employed or appointed as a peace officer.
• Candidates must not have illegally:
o used dangerous drugs or narcotics other than marijuana within the past seven years;
o used dangerous drugs or narcotics other than for experimentation (The use of dangerous drugs or narcotics is presumed to be greater than experimentation if the use exceeds five (5) times total, or exceeds one time since the age of 21 years)
o sold, produced, cultivated, or transported for sale any dangerous drugs or narcotics; or used dangerous drugs or narcotics while employed or appointed as a peace officer.
• Candidates must not have a pattern of abuse of prescription drugs.
• Candidates must not have been convicted of a violation of or adjudged to have violated traffic regulations governing the movement of vehicles with such a frequency so as to indicate disrespect for traffic laws and a disregard for the safety of other persons on the highway within the past three
(3) years.
• In addition to the minimum requirements (1-15), the successful candidate must meet the established requirements of each phase in the testing process in order to proceed to the next phase:(Testing may include but not limited to the following)
▪ Written Examination
▪ Physical Fitness Test
▪ Oral Board Interview
▪ Background Investigation **
▪ Psychological Examination **
▪ Polygraph Examination **
▪ Drug Screening
▪ Eye/Hearing/Medical Examination.

Required Knowledge and Skills:
• Knowledge of department policies and procedures, rules of evidence, current law enforcement techniques and procedures, and criminal and traffic codes.
• Knowledge of City, state and federal laws, regulations and ordinances.
• Knowledge of the criminal justice and court systems, procedures and protocols in the State of Arizona.
• Knowledge of investigative and interrogative procedures; and techniques and protocols for observation and memorization of critical details.
• Knowledge of hazardous chemicals and materials, first aid and CPR.
• Skill in the care, maintenance and safe operation of firearms and impact weapons.
• Skill in interacting with people of different social, economic, and ethnic backgrounds.
• Skill in communicating with violators and mediating difficult situations.
• Skill in operating motor vehicles during emergency, high-risk situations.
• Skill in operating a personal computer and software applications.
• Skill in following and effectively communicating verbal and written instructions.
• Skill in working independently or as a team member.
