Position Summary

RBCI is seeking a Policy Subject Matter Expert to provide the Department of Veterans Affairs (VA) Office of Enterprise Integration (OEI) with professional program and project management support for the planning and execution of a broad range of management and business services. The OEI requires program and project management, strategic planning, performance measurement, quality measurement, business process reengineering, business process improvement, business process management, change management, and transition support services for multiple business lines with needs/requirements that will change over time. This effort will include managing multiple complex and diverse project teams as there are four business lines with constantly changing mission requirements and robust portfolios.

Duties & Responsibilities

  • Provide expert guidance to business lines on policy strategy and development.
  • Draft, review, and edit policy documents, ensuring clarity, accuracy, and compliance with applicable laws and regulations.
  • Conduct thorough research to identify and evaluate best practices and implement them.
  • Oversee the policy development process, ensuring timelines and deliverables are met.
  • Maintain a consistent voice and format across all policy documentation.
  • Monitor changes in regulations and update policies as needed to maintain compliance.
  • Communicate with technical industry stakeholders, policymakers, and environmental stakeholders.
  • Facilitate clear and effective communication between all parties involved in policy development and implementation.
  • Performs miscellaneous job-related duties as assigned.

Qualifications

  • Bachelor's degree or higher with specialization in Public Policy, Law, or Business preferred.
  • Minimum of 10 years of experience in the establishment of policies and procedures for large organizations.
  • Demonstrated expertise in establishing policies and procedures, regulatory compliance, and best practices implementation.
  • Strong analytical, research, and writing skills with the ability to produce, edit, and deliver concise policy documents.
  • Previous experience working with government entities required. Experience with Department of Veteran Affairs preferred.
  • Proficient in Office 365 suite of programs to include SharePoint, Teams, PowerPoint, Outlook, and Visio.
  • Collaborative team player with strong analytical and communication skills.
  • Able to work independently and self-driven.
  • Must be a US Citizen and be able to obtain and maintain a clearance.
