Position Summary
RBCI is seeking an experienced Technical Writer to join our team providing services to The Department of Veterans Affairs (VA), Office of Small and Disadvantaged Business Utilization (OSDBU) in Washington D.C. The successful candidate will work on the OSDBU Executive Leadership Interdisciplinary Tactical Excellence (ELITE) Support Service contract supporting the Veterans Affairs (VA). The incumbent will be responsible for crafting, editing, and managing a wide array of communications for the VA. This role involves creating speeches, briefing materials, and reports for senior executives, as well as developing content for public consumption and internal communications. The ideal candidate will possess exceptional writing and editing skills, a keen eye for detail, and the ability to handle sensitive information with discretion. Federal requirements prohibit the use of AI in this capacity. This position is hybrid (3 days a week in office, 2 remote.) The office is a Downtown DC Metro Accessible location.

Responsibilities
- Elite level of technical writing and editing, to include formatting, proofing, and enhancing training materials, briefs, white papers, manuals, requirements analyses, specification documents, department-wide messages, speeches, talking points, etc.
- Requirements development consists of elicitation, definition, and analysis.
- Follow VA style guide, and 508 compliance regulations for writing.
- Create senior executive speeches and talking points for public consumption.
- Develop close-hold communications for Cabinet level briefings.
- Edit reports designed to apprise the Deputy Secretary of Veterans Affairs of weekly client actions.
- Facilitate real-time-editing senior executive stakeholder meetings.
- Write detailed status updates of ongoing projects for use by executive leadership.
- Write plain language copy to inform the veteran community of available business funding and continuing education benefits.
- Proofread, edit, and coordinate internal and external communication flows, including memos, newsletters, intranet content, SharePoint, and congressional reports.
- Write and edit scheduled and ad hoc communications with external stakeholders, including sensitive communications with VA external senior federal stakeholders.
- Ensure that federal staff has necessary written materials for events and correspondence.
- Create, implement, and conduct executive writing training workshops for internal audiences of federal staff.
- Ensure organization-wide compliance with the Department of Veterans Affairs style guide requirements.
- Review digital artifacts to ensure compliance with Section 508 and coordinate with federal staff to ensure accessibility compliance throughout the organization.
- Be physically present and perform desk duties at designated posts as required by contractual requirements, which may include processing and routing mail for federal clients.
- Print and bind written materials as requested for executive use.
- Process and track office communication support requests while maintaining the communication request system.
- Create templates for pre- and post-event summaries of OSBDU outreach efforts.
- Engage guests during virtual mentorship sessions, providing links and resources.
- Ensure that all identified requirements are being addressed and apply change control procedures.
- Implement documentation standards and procedures, to include tracking due dates and revision histories, and ensure compliance throughout the team.
- Maintain up-to-date administrative and reference documentation, to include style guides, SOPs, PWS, templates, and calendars, to promote the efficiency of the team.
- Other Duties May Include: Planning and overseeing execution of in-person and virtual business seminars, matchmaking events, internal training, and industry days to include end-to-end event execution, including exhibit space planning and logistics coordination with external event coordinators.
Basic Qualifications
- Bachelor's degree in English, Journalism, Technical Writing, or similar discipline.
- 5 years' + experience as an effective organic writer, without the use of AI technology.
- Expert level experience with Microsoft Suite of Applications and Visio.
- Experience preparing, editing, and finalizing enterprise level correspondence for executive leadership.
- Ability to communicate effectively, verbally and in writing, to interact effectively with internal and external vendors, project team members, management, and agency departments, and to build relationships and use facilitation skills with both technical and non-technical personnel.
- Must maintain confidentiality of work-related information and materials.
- Must be a US Citizen and be able to obtain a Tier 2 Moderate Risk Background Investigation (MBI)
Preferred Qualifications
- Prior government contracting experience.
- Previous experience with communications such as regulation changes, legislative proposals, policy action, responses to media, speeches, and testimonies.
- Previous experience with VA Information Systems or VIEWS (VA Integrated Enterprise Workflow Solution).
- Trained in 508 Compliance.
- Familiarity with government writing style guides.
- Proven leadership and project management skills.
