Summary of Work
What’s going on in the state of ND on the cybersecurity front? A lot!! North Dakota faces significant threats due to our position as a leading energy and agriculture producer, critical infrastructure including the financial and health sectors and leading role in the UAS industry. We see an average of 5.3 million attacks per month targeting the State of North Dakota’s underlying infrastructure. Our network supports 250,000 users daily—the equivalent of a Fortune 30 company. In an era of increasingly dangerous online threats, protecting our citizens’ information, our state’s systems and our critical infrastructure is paramount. We are pursuing a “One State, One Security,” strategy based on a foundation of a whole-of-government, singular approach to cybersecurity.
The state of ND has unified a majority of the technology services across a number of agencies into one technology organization, creating a new technology landscape in its reach for World Class IT. The cybersecurity threat further illustrates the need for our ongoing unification effort to create a single IT Shared Service organization for North Dakota. This will enable our IT people, processes and security measures to be more aligned, with shared goals and priorities in support of our “One State, One Security” approach. The successful incumbent will serve as a member of the executive management team for the new IT Shared Service, and report directly to the CIO.
Duties and Tasks
- Work with the CIO, and executive leadership to drive the state’s information security direction, continuing the establishment of a common security program and protect the state’s data, systems, and networks.
- Provide coordination and communication with other divisions, user agencies, and outside sources to provide information and resolve problems on security related issues. Help facilitate work related to the Governor’s Cyber Security Task Force.
- Lead the security team which is responsible for: security operations, cyber intelligence, data loss, security architecture, identity and access management, investigations/forensics, and governance.
- Ensure processes are in place for the identification of emerging cybersecurity trends, threats and attack vectors. Ensure relevant maturity assessments and benchmark studies are conducted.
- Responsible for overseeing the development and implementation of security policies, procedures, and standards to adequately protect data, systems and networks. Examples include the Cybersecurity Framework, risk assessments, and external audit coordination.
Minimum Qualifications
Requires a bachelor’s degree in business administration, computer science, or a closely related field, and eight years of current and progressively responsible professional-level work experience in information technology systems or network security and must include experience in a senior IT/leadership role.
