CRS Coordinator

This position is under occasional supervision, assists in the development and implementation of the County’s Floodplain Management and Community Rating System (CRS) programs. The position performs work of moderate difficulty, gathering, analyzing and interpreting National Flood Insurance Program (NFIP) requirements; ensuring compliance with NFIP requirements, proactively participating in coordinating the CRS Program; ensuring compliance with County floodplain management regulations, and assisting in the development and implementation of other floodplain management related programs. Directs program specific activities and assignments, coordinates with other County departments, develops/maintains community partnerships, and interacts with the public and other organizations. Exercises a great deal of independent judgment in a variety of work situations.

  • Assists in the coordination of the County’s Floodplain Management Program ensuring that the County meets FEMA’s minimum NFIP participation requirements.
  • Assists in overseeing the County’s FEMA/NFIP CRS program for flood insurance discounts and proactively develops a plan for an improved rating.
  • Updates and maintains the County’s flood ordinance in accordance with the State of Florida Division of Emergency Management/Floodplain Management Office and the Florida Building Code Section 117.
  • Assists the Deputy Floodplain Administrator in creating policies for the County’s floodplain program.
  • Represents the County at meetings and workshops as mandated by the State of Florida.
  • Coordinates and implements the County’s resiliency and sustainability related efforts.
  • Performs cursory reviews of properties to verify compliance with the NFIP.
  • Reviews site plans during the Development Review Committee (DRC) review cycle.
  • Attends major site plan pre-application meetings, reviews, and prepares comments for plans submitted for DRC and attends DRC meetings.
  • Follows up on all efforts needed to comply with the CRS program, including the annual audit of elevation certificates, permit lists and mailing the annual brochures.
  • Coordinates all activities associated with preparations for sea level rise. Researches reports and best practices; analyzes data on sea level rise.
  • Promotes public awareness of the Floodplain Management Program through speaking engagements, advertising and other programs.
  • Provides routine field reviews, responds to complaints, and documents observations and investigations related to compliance with the County’s Floodplain Ordinance.
  • Assists in the development and implementation of the Nassau County Flood Risk Program for Public Information (PPI) brochures.
  • Provides assistance in mediating complaints, as directed.
  • Explains floodplain development requirements to community leaders, citizens, and the general public.
  • Maintains records and documents that keep the community eligible to participate in the FEMA’s NFIP and CRS programs.
  • Maintains the Community Floodplain Management Reference Library.
  • Monitors and coordinates other Federal and State Floodplain Management programs.
  • Appears as a witness involving floodplain violations, as required.
  • Prepares and presents oral and written reports.
  • Provides assistance to FEMA and State Floodplain Manager representatives during Community Assistance Visits (CAV), CRS Program reviews and other floodplain management program activities.

This position requires an Associates Degree in emergency management, planning, building construction, environmental studies, engineering, or related field of study, supplemented by three (3) years experience with the National Flood Insurance Program and Community Rating System and one (1) year experience in policy development, project management, and strategic planning or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  Must possess and maintain a valid state driver's license.

 

The hourly range for this position is $26.6702 – $40.5819. The County provides a comprehensive benefits program and participates in the Florida Retirement System (FRS) and has a 3% employee contribution requirement.
